Remember that school districts are controlled locally, not at the federal level. I'm not so sure this is a side effect of terror so much as it is just some principal taking her job a little too far. But because of the frequency of school shootings and the climate of violence schools can often be, she's probably trying to be careful not to get her ass sued or one of her teachers fired. The story itself is bizzare but the journalist is clearly just pandering to the bizzare nature of what has happened.
