No she's not. She's a special kind of Nobody that was made when Kairi's heart went into Sora in the first game. That's all there is to it. Why do you think they didn't really do a whole lot with her in the second game? They covered it all in Chain of Memories.

Uhhh, yeah. All the really cool plot points that Kingdom Hearts 1 set up at the end, with Riku and King Mickey in the world of darkness? This is where all that stuff went. They actually made the GBA in-between spinoff game that nobody played more important to the plot in a lot of ways than Kingdom Hearts 2. For what it's worth it actually does an okay job of balancing out the old crap it lifted from KH1 with new stuff--like Namine and Organization XIII--and Riku's storyline is awesome. I wish they'd left him the way he was at the end of Chain of Memories rather than what they did in KH2, and I wish Organization XIII were half as threatening in KH2 as they were in Chain of Memories. The gameplay is AWFUL, just because it's SO far removed from what you'd want out of a Kingdom Hearts game and the AI is too good at picking cards a lot of the time, but I'd say it's worth stomaching to get those details.
At the same time, though, Chain of Memories was Square's biggest mistake with the series and it leeched off a lot of the cool things that could have or SHOULD have been in the second game. "I have an idea! Let's release the next game on a handheld unrelated to the one our ENTIRE AUDIENCE is based on that they MIGHT NOT OWN or even CARE about! And then let's put vital story information in it. They'll HAVE to play it then, right?" I actually DID play it before KH2, but I can't imagine how confused some of you are. :\
