What you should do and that will work, scare it. When it comes to your house, throw a bucket of water on it or something similar. It WILL remember it, and if it comes back, do it again. Eventually it won't come back.

We had the same problem with a cat that started to come to our house, at first we thought it was a stray cat so we took care of it. Eventually our neighbor realized it and talked to us about it. He said that we should scare his cat so it won't come to us anymore, and so we did, and it worked.

You can get special cat flaps which can only be opened by a special microchip that your own can can wear on a collar

This should allow your cat to some and go and other cats cannot get in. Also, try not to leave any cat food lying around

I do not think that talking to your neighbour will help because cats pretty much come and go as they please

But I agree with just scaring it. Or buy a dog, one that loves your cat and scares the neighbours cat. Then they can go on adorable anthropomorphic, Disney-esque misadventures with the neighbour cat being the antagonist.

Give your pet a collar with an ID tag thing and put a camera that scans for the ID and if it doesn't see it the door locks.
