Nah, he's not really evil... he's just got pretentions to evilness... sort of like delusions and all that. Will he get into power? Probably not. Will he get into power for long enough before he's killed? Definitely not.
Off the top of my head, I'd have to go for Vasili Blokhin, Executioner General of the NKVD (1926 onwards) for, without qualms, being personally responsible for more direct killing than anyone that ever breathed.

Millions?! No, don't think so, but the argument still stands. For some reason, no-one ever remembers the sieges that he conducted. You kinda get the feeling that they really really really really really pissed him off. Tyre & Gaza: adult men = killed; women & children = sold as slaves.
Bear in mind, though that sieges of walled cities almost always ended in one of three ways: besieging force loses interest and leaves; besieging force wins and sacks the city, enslaving the population; besieging force wins and sacks the city, killing (a certain proportion of) the population. There was never any middle ground... which explains the existence of walled cities up to and including the mid-nineteenth century, since a surrender was still no guarantee of safe parole (or otherwise). Granted by the 18th century, there was a little more 'civility' in sieges. I mean, who here knows just how many cities have official keys-to-the-city?
