Hitler did a lot of good for his country through the early part of his reign, he pulled it out of poverty. Did some good here and there (some stupidity too but meh - so have all humans), if he hadn't invaded Russia he'd probably have taken over Europe and more or less made it one big Fascist country. Which would be a hell of a lot better than the shitty E.U we got today.

Most evil person in History? The stupid King of England who pissed off America enough to make them independent - why is he evil? O.K he didn't do that much harm hismelf, but by annoying them enough to make them revolt, he's caused wars, took out a large chunk from the British Empire, AND created one of the most war-mongering country's to date! (No offense to you Americans - the people themselves there are great, it's just your country and governments have done quite a lot of crap).
So the most evil man, decided to be corrupt and tax people for his own gain but in the end his selfishness created one of the most dangerous country's now in existence (-insert nuke reference here-

the ceo/owner of fox news,i don't know his name or that it is just one guy but who ever is behind that channel is pure evil..and stupidity....which normally go together anyway.
Mao would have to be my choice as well. Communism on paper is a good idea yet it's people like mao, castro, stalin and many others who make it impossible to put into effect and come out in the black. Damn greedy bastards that is the human race.
Evil is a subjective term that changes from society to society. to say that someone was the 'most evil' would be like saying that someone has the best opinion, or creates the best work of art, it's actually quite silly.
Do you consider a corrupt politician evil? more so than a serial killer or a petty thief? How about a mugger or a gangster? You can't pick who is the most evil because there is no most, it's relative to you. the corrupt politician harms many people but not directly, but the serial killer harms few and butchers them. The mugger harms people for the material items they worked hard for to possess, and the petty thief; though he does not steal much, is still forsaking civilized rules in lieu of cheating.

In human history? damn, I dont know- I'm pretty sure there were some people during The Dark Ages that would make Hitler or Stalin blush- but theyre not well known or demonized due to different opinions on what was 'good' or pious and what was 'evil'. When it comes down to it, human morality really does change based on the era. From our perspective, some of the most evil people in our species were likely people that were once revered for 'saving' that civilization.

Turning my paranoid conspiracy theorist switch off, I'd say whoever it was who decided "Well, we found a new continent, let's just be dicks and steal everything we can, enslave the population and abuse their every resource for centuries to come". He/she's the reason why Africa, South America, and a vast portion of Asia are as fucked up as they are.

Any sort of televangelist or preacher immediately comes to mind. I normally don't hate religious people, but these guys cross the line multiple times, advocating violence towards non-believers, telling people that they will be damned to hell forever if they don't believe, and so many more that it makes me sick just to think that people listen to them.

As others noted, Pol Pot is one I'd rank highly for this category, percentage wise it's hard to find another person who killed a quarter of their standing population intentionally.
Even worse was the intentions behind his actions, trying to transform his nation into an army of rice growers? Killing people for wearing glasses? Horrible in every way.
Other than him, I'd honestly say a good chunk of the Medieval kings and nobility were just horrible people. They can't compare as far as scale to someone like Pol Pot, but most were in a position of power that they abused with impunity. Gilles de Rais for example was a serial killer who murdered over a hundred children, and evaded justice for years because his status and title shielded him.
Mind you, Evil's subjective and all those other little caveats.

Also, he really doesn't have that much "power". He has a TV and radio show, just like Ed Shultz, Rachel Maddow, Rush Limbaugh, Sean Hannity, Glenn Beck, Keith Olberman (use too, Lawrence O'Donnell, Chris Matthews, and many other Liberal and Conservative commentators. They are opinion/commentary shows and I know for a fact that most of these people don't frame themselves as "journalists" (a term i don't think really exists anymore), but commentators who put the news in the perspective of their believes.
The issue is, the liberal ones are never really successful commercially. Most MSNBC commentators are liberals while most of Fox News are conservatives (Ironic that the people who ***** about Fox News won't point out the liberal bias on MSNBC/NBC News, but I digress...). MSNBC constantly gets their butt handed to them by Fox News and center left leaning CNN.
When most Americans have a choice to watch a commentator, they choose Bill, or Sean, or Beck, not Rachel, or ED, or Lawrence.
This is because the majority of the country is center-right/libertarian/conservative. There is a loud group of hard-left liberals and communist/socialist that have a large voice in the news and entertainment media that have great sway, but it never sticks.
So, to sum it all up.

2. The only power Bill has is the one given to him by a fan base and a nation that doesn't always agree with him, but have more libertarian/Conservative values

Just a quick question, is Hitler necessarilly more evil thn a man who murders for fun, bigotry, or petty reasons, I say no. The reason we no of Hitler as the top is simply because he had the resources to kill six million. Is there not the same evil intent in someone who kills one man for the same reasons?
