I think at this stage, xbox live is an incredibly hostile place to come to if you're new to it.
There was the period before they introduced 'parties' and party chat, when (unless in private chat with one other person) the only option of communication was to speak to those in the game with you. From this, early friendships were made, and people could easily bond without the inhibitions of talking in person.
Then along came parties, and people withdrew into their friend groups. The only way I tend to meet new people to play with on live is either on the freak chance people actually use the in-game chat, from actually friends of mine recently joining live, or from being introduced to friends of friends via these parties. I know some games *cough MW2 cough* have tried to bring back forced in-game chat, but it's too late. The community has changed, and these chat channels are ravaged by assholes.
TL;DR: Live was good for newbies, then 'parties' came and it got bad.
Unless you have friends on the inside to welcome you, it's gonna be a tough start.
