One of my friends does it and I asked, and he said it's because his trousers (yes I'm British and they ARE trousers) don't fit properly, and if he pulls them up to where they should be, it's too tight around his hips.
He also complains that if he has his trousers higher up, the fabric covering the zip forms a significant bulge.

There was a gay guy (yes, I do have to include gay 'cos they are known for there style) had this "fashion" and took it to a whole new level.

His jeans would be at the mid point of his ass, his boxers would be over his love handles, his shirts rode up like no other.

Take the image you normally see with this fashion and make it 100% worse, that was this guy. When asked why he dressed like he said "'cos it's fashion, something you know fuck all about".

The guy looked like a twat, he acted like one as well but that's a different story.

I also once saw a 13 year old take the royal piss, in a "not sure if trolling or stupid" moment. He literally was walking round with his pants round his knees (seriously) and shorts (not underwear) on.

Personally, I try to keep my waistbands on my boxers and pants lined up but what always happens is, my boxers stay still and my pants come down a little.

I always pull them up but it's like a girl with a boob tube on, it's a constant battle.

Ha, Here in Belgium (yes it is a real place :p) it's starting to come up with 15year olds I think. I'm twenty now and most people my age don't really do that. I do find it a bit ridiculous though. I guess it's a "fashion thing", which I find ridiculous as well.

My brother is one of those guys. He's not as bad as some of the guys I've seen (I've literally seen a guy with his pants so low that were it not for his boxers he could have shat on the ground like a horse), but yeah he does it. I've asked why he does, he's always been vague, which tells me he probably realizes it's stupid but likes the "cool" factor it gives.
Then whenever I mention if he just put on a belt he wouldn't have to spend all day pulling his pants up (because he does have SOME modesty...not alot...but some) he just says "I know" again indicating that he's just doing it for some ill-concieved idea of what's cool.

Here's the kicker, I have seen this one step beyond. I've seen visible buttcrack. I'm not sure if it was intentional or just pure laziness, but my God, it was disgusting.

I can tell you, I havn't seen so much of this around these days, but a few years ago when it was more ontopic I once saw a man with a shirt he made himself. It had a picture of an angry Hank Hill and the caption was "The minute I see some ass, I'm kicking it!" Seemed like a good idea against saggy pants people. Its not like they can kick back with their pants all willy-nilly.

Haha, was more a turn of phrase rather than actually being surprised!

We all know drugs are bad and anyone who does them are filthy addicted scum. People jump out of windows to their deaths all the time whilst on acid, even happened to my friend's brother's cousin, twice removed. That is going off-topic a bit though.

It was actually started in the prisons as a solicitation for anal sex. The pants around the ass guy would be the receiver.

I find the fashion repulsing, but funny at the same time since as far as I know, it started in prisons where inmates would dress like that to b show they were ready for sex...or something along those lines.

Being a 21 year old white male I don't really find the fashion attractable and never have, not even in when I was going through my 'phase' in high school. I just never saw the need to expose myself like that, to me it seems scruffy/stupid.

As to why people do it, for one it has strong conotations with gang and rap culture, while the two are not necessarily linked they are two issues that factor into the look. I think mainly people are trying to get into the cool/dangerous look, in reality you just look stupid with your pants hall way down.

I don't understand it either, my pants, due to my being wheelchair-bound or kneeling all the time might occasionally slip a little too low, but I normally belt them tight above belly-button level,

I'd never have them below the hips like that deliberately though, it looks just plain rediculous

29 year old male here.
I don't know why other people do it and I don't know why some do it to such an extent (such as under the cheeks) but I sag slightly and wear baggy clothing because I find it comfortable. Tight clothes make me feel anxious and make it hard for me to breathe. Clothes that are 'just' my size are just tight enough to be uncomfortable, especially my pants. So some bagginess and a little sag allows me to be comfortable and feel relaxed whenever I'm in clothes. But other guys probably do it to be 'cool' or something.
