i think that they definately new about the attack, and they either let it happen or as some people have put forward convincing arguments, they actually helped it by assisting in destroying the building

Considering over 2000 people died in one of the only attacks on the mainland USA since the country gained independance, I didn't find the reaction particularly weird at all.The only thing I found weird is that America was shocked when two buildings came crashing down.
