Ranger Battle armor is my personal fav. It can be repared so easily using the Talon Company armor and it has ver reasonable stats.
Tobar the Ferryman's raincoat and Eulogy Jones' Hat.
Plus 2 Charisma.
3 total DR.

Riley's Ranger armor is good all-purpose gear, from your sneakin'z to your Run-and-Gun.
Chinese Stealth Suit is the pimpenest ninja armor ever for the sneaky types.
Winterized T51-b Power Armor is the only thing to wear in a heavy firefight with 'splosions everywhere.
That said, I tend towards the Power Aromr, because while sneaking is great in the early game, I like to be an armored juggernaut of DOOM by the end-game.
...and you don't have to fix it, which is nice.

Chinese Stealth Armour. T51b is only useful for low-level non-stealthy characters who can't simply absorb damage and sleep it off later. Ashur's power armour is useful under certain circumstances, such as when wearing it allows 1 additional shot in VATS with your preferred weapon.
Wasteland wanderer outfit, looks cool, lightweight for sneakyness and gives +1 to END and AGL. Combined with a bandana for +1 PER and you're pretty much uber SPECIALwise without messing about min maxing.
Other than that I always found it funny to wear the pre-war spring outfit, pre-war bonnet and attack people with the rolling pin.

While the T51-b has the best DR, the Chinese Stealth Armor is just more useful. That armor is how I got vengeance out of the Deathclaw Sanctuary on very hard.
Oh...and when I just feel like romping through the wasteland in proper badass form I always wear Eulogy Jones Suit. It has practically no DR but is the most awesome looking set of clothing in the game.
