I'd say Bioware games. All of their cutscenes are great.

Oh, and of course Soul Reaver/Legacy of Kain games have AWESOME WTF WTH cutscenes.

The cut scenes from Resident Evil: Code Veronica still to this day steal my heart as greatest ever. But then they did include Wesker going all matrix on people.

Perhaps the ending of OOT, which I count as one continuous cut scene until the credits end.
