San Fransisco. Because it has cool stuff. And the US is one country but its various states function a lot like a group of countrys in which case California would be the most powerful. Although that would suggest LA as the capital.

Keep in mind that the city must be on Earth - we're assuming a united planet, but not that we've begun establishing colonies elsewhere in the solar system/galaxy.
