That's not exactly widespread cultural integration.
You'd be hard-pressed to find any city on Earth with widespread cultural integration. There aren't many Amazonians or Australian Aborigines in NYC, either (or in many other cities). And the US tendency towards segregationism doesn't really lend itself towards actual multiculturalism, either.
But, much more importantly, NYC has been the news rather a lot lately due to (some residents) being downright hostile to Arabs in general and Muslims specifically. Which was my actual point.
Basra is right at the heart of Mesopotamia, the cradle of civilisation. The place where we developed Agriculture, Writing and Religion, and many of the other things that are at the heart of human society.Basra is 95% Muslim. How is that diverse or important? You might as well make Skokie, Illinois the capitol.
I'd say that makes it a pretty damn important place, actually.
(and as a result would be nicely appropriate for a World Capital, in a 'going back to our roots' way)
It's near the middle of the largest continent (Eurasia), with quick access to the most densely populated parts of the planet. So the location is pretty decent geographically, too.

The city would be placed on the moon. That way nobodies original lands or territories are taken away and so that one country doesnt have to feel like there being ruled by another country.
