There's an armed response unit in the UK. It'd be difficult, but very interesting. Yeah i know, my dad works for fire arms in london. he still hasn't shot anyone yet. It wouldn't be hard to circumvent the weapon problem either, the plot could just involve some terrorist attack that had meant the police had been authorised firearms.

Also, it would be hard to put London into a game scenario without putting invisible barriers up at the edge or having a random sea circle the city, especially considering one of the main features of the city is the river.
True, this island-ification took place with the other GTA games but Liberty/Vice's real-world companions are somewhat island-like in nature or at the very least coastal. San Andreas got away with this too with the exception of Las Venturas whose real world counterpart is landlocked; but I would argue that the fact that San Andreas was the size of a state prevented this from being really noticeable. If you wanted to do this with London, you'd have to include other British towns or cities; GTA Birmingham...really?
