The Legion is also the only group that shows the power and willingness to protect trade caravans, instead of just their own military outposts/bases, as well. Say what you will about them, in an apocalyptic wasteland, they excel at keeping order and protection to those loyal to them.

1. Factories are hard to build. Mr. House may know how to build it, but the people are tribals. Not to mention the parts will be hard to find if not fabricate. Even the BOS have a hard time fabricating items, and they have workshops and knowledge to do it.
2. The corrosive nature of human nature erodes away in all governments. Your government wont last any longer than NCR in terms to corruptibility.
3. Mr. House isn't going to explore space. He may talk the talk but when it comes to actually doing anything he fails. His promises are about as hollow as the tube he sleeps in.
Yay! I'm not the only one that thinks this! Also, if the (more effective as male)courier sides with the Legion, and is at least somewhat good, I think that he'd really help in mellowing out some of the harsher Legion policies. The Legion keeps order and safety better than any of the other factions have shown. Raul says as much if you talk to him about it. Their brutality and reputation keeps their towns, merchants, and caravans extremely safe. The NCR wasn't even able to handle the Fiends without the Courier's help, not to mention all of the dead caravans and unprotected/uncared for towns. I also think that, if Caesar was still alive at the end, he wouldn't choose Lanius as his heir. He's his second, as he is an extremely effective general, but Caesar is quite intelligent and educated. Lanius is a great general, but he doesn't care for the Legion or it's future so much as he is just loyal to Caesar himself. He was necessary during such a huge conflict, but he's best used only in military situations as opposed to being the #1 in charge. Given time to stabilize his position, I think that he'd find someone with the ability to govern effectively, and not just slaughter his enemies. Lanius would make a great leader of the military aspect of the Legion, but Vulpes, for example, would make a great political leader, I think. Caesar is just too smart to make a mistake like that when it comes to preserving what he created.
