The possibility of long term stability and progress is the ONE thing House can offer that no-one can. His "Plan" and "Security" and technology....all of that is just icing on the cake.

Each of the factions have their own flaws and benefits, but I can't find myself siding with any of them.
-The NCR is spreading itself too thin, and overall is just making foolish decisions. The corruption is also very obvious, and has a pretty flawed democracy. From what I can tell, the president has far too much power and there's no limit on how long a president can be in office. Plus I don't even think the people can vote on who becomes president. From what I've read, Tandi ruled the NCR for 52 years and was replaced after she died by the vice president. The former vice president was later kicked out of office and simply replaced by the current president. There was no mention of the people voting on it, it just happened. The only benefit I see with them is that they keep order, but they somewhat suck at it in the Mohave. That would change in time I guess.
-Caesar's Legion uses slaves and treats them quite cruelly from what I can tell. They're also pretty damn brutal towards their enemies and anyone who generally threatens them, they're not exactly the merciful type. The whole structure of the Legion relies of Caesar, seeing that the people see him as the son of Mars. They worship him and are utterly loyal to him, but his death may change the Legion forever. I think they may stick to the way he ran things for awhile out of respect for him, he literally is a god to them. But Caesar was a pretty damn intelligent dude, and when he dies his ideals go with him. It would be up to the Legion itself to either continue his vision out of respect to their beloved "Son of Mars" or just change into something else entirely. I guess the primary flaw with the Legion is that everything relies on one man, and it would be up to his Legion if they continue his ideals when he dies. The benefits I see with them is that they keep order really well, although pretty harshly. They protect their own and the areas they control extremely well, making Legion lands very safe to travel through.
-Mr House generally wants to rule forever and that's never a good thing. Eventually he will go completely insane and mentally unstable. Plus he's relying on an army of robots to do his bidding. Not only is this army limited, but it also has severe weaknesses such as pulse weaponry or limited ammo(I never understood how robots resupplied ammo unless there's special resupply stations for them or if a human "refills" them). He also seems to have an extremely high opinion of himself, and what with the impending insanity that could lead to a god complex which is never good. As for the benefits, well, I guess order and technological advancement? But even so it would all be under the rule of a conceited, insane, dictator for all eternity. I hardly see that as a benefit.
-As for an independent Mohave, it's really only postponing the inevitable. Eventually someone WILL take over. For example is you choose the independent ending and leave the Brotherhood alone, they leave the bunker and start spreading out taking over areas again. The only real benefit in an independent Mohave is that you're giving it a fresh start so to speak. But I don't think it would stay independent for long.
I got each of the endings at least once in the game, and didn't care too much for any of them. The NCR gave me some golden twig as a reward for destroying the Legion BY MYSELF. The Legion put me on one of their coins which I thought was pretty cool ^_^ Mr. House made me his right hand man and I lived a comfortable life. With an independent Mohave I was simply just there, nothing more nothing less.
