Criticism helps the creators improve on the concept. Saying that the show is not funny will alert the producer that the comedy show he's producing is genuinely disliked due to it not being humorous. This will make the producer force the writers to do a better job or replace them completely.
Still criticism, but not constructive at all. Criticism isn't inherently "good" nor is it inherently "bad," but if you view it as a useful tool for improvement, phrasing it less offensively would make your criticism more likely to be taken into consideration.
There does exist non-constructive criticism for the sake of insult. As well as constructive criticism that is still insulting. Determining the difference between the two is not always clear. Treating somebody like an idiot because they are misinterpreting one as the other is offensive.
