Wait, I got it! He's in a maze of compressed air so when the fruit moves, it pushes him along as well. But in the original pacman the fruit doesn't move does it? Give me some more time, I've got a group of the world's finest scientists on it already.

As we all well know, Pacman has a foot growing out of the side that faces away from us, sort of like a snail's foot. He and Ms. Pacman use extension and contraction of the foot to propel themselves about the screen, collecting white dots and avoiding ghosts.

Not at all. It's elementary physics. When he opens his mouth he swallows mostly air. This creates a vacuum in front of him, which pulls his body forward. In a frictionless environment, this is plausible.

I think he is in a constant state of bi-motion (HEHE!), his body is contantly rolling and his mouth is moving to stay where at the front of the direction he is heading. See bi-motion.
