When I first saw the Volus and Elcor diplomats talking in Mass Effect I was fully expecting to eventually run into a Volus manning a gatling-laser gun mounted on the back of a fully armored Elcor.

I never recovered from the disappointment of not seeing one :(

ok, UPDATE, since alot of you have voted Volus I have given Volus it's own option, I put it where the Drell option was and merged Hanar and Drell into 1 option(considering they share a homeworld(Kahje)and it would only make sense that, if 1 gets into the council, why couldn't the other?)

Mass Effect has been out for at least three years. I think you can forgive him.

From a universe logical point of view, I'd say that the Elcor seem next in line. They have a sizable and very stable economy, which is ditto for their culture and government. They are very thorough thinkers, with a good tendency to look at things from all sides before making a decision. In addition, they have a decent, not stellar but better than the Volus, military, both in terms of space and ground units. Their tank-like combat strategy on the ground would work extremely well with the more limber and frail units of the rest of the citadel species on the ground.

Also, OP, the Drell can't join the council; because of the compact, they exist within the Hanar government. There's also significantly fewer of them than anyone else.

Well, in the codex I remember reading that, while Elcor aren't exactly experts at combat, they can have like giant guns mounted on their shoulders or something like that, basically making them slow moving tanks.

As for hanar, outside of the water they're pretty defenseless, but are very fast underwater and have a natural venom.

Quarians are responsible for the Geth, which were blamed for the attack on the Citadel (we know it was a Reaper but that's not what the Council is pushing). So those are absolutely not options. Krogan are considered to be a violent species so that wouldn't happen. And Reapers? That's just for lulz. So you're left with Volus, Elcor, Drell, and Hanar.
Volus have great influence in commerce but haven't been invited into Coucil due to their inability to provide adequate soldiers. If the Council is willing to see past this, Volus would be the top choice.

perhaps he could have some sort of shoulder mounted automatic weopon...like the predators I think

It's certainly more likely that REAPERS getting on the Council.

OT: I'd have to say Geth, they seem like the most responsible. It'd be nice to have a whole population's decision when asked for their councilor to vote on an issue.

I'm gonna say Quarians, why cause they are awesome, in my eyes anyway. But I doubt that will happen so I'd be happy for them just getting their embassy back. Next choice is the Volus. Those guys maybe short, but they put forth the credit as the galactic economy, so that count for something.

I love how most of the people voted for Quarians to be on the Council, even though it makes no sense for them to hold any position of power. They're one of the weakest species, and are looked down upon by every other major civilization. A Quairan council member makes no sense.

Geth should honestly get a council seat next, depending on how the events of the next game unfold. If the Geth decide to start interacting with species more often, they would quickly become one of the most influential races in the gaalaxy. Hence giving them a council seat would be logical, considering the power and influence they have. Though they could also just remain isolated, in which case they would serve no purpose on the council. At that point I'm guessing the Volus would get a council seat because of their economic prowess.

Though I'd honestly like to see a Hanar on the council.

Personally, I think that the Volus should get membership. It would never happen, because their government is folded into the Turian government. But still...

When you think about it, the Volus joining up with the Turians makes a lot of sense. I was under the impression that the suits the Volus have to wear are highly pressurized (I.E. they explode into fiery meat-bombs if a shot so much as grazes them.) So it's probably better off if they stay under the Turian's wings, even though it means that they can't get a council seat.

And I just talked about interspecies politics in a video game like it was a real thing. I feel dirty...
