Reapers, definitely.

At first I was opposed, but after extended periods of time with them, I came to see the error of my previous ways of thinking. They are a truly superior species, and the harbingers of our ascension.

To not admit them into the Citadel would be a complete mistake.

Volus would make the most sense, as others have already said.

But in a none serious why, I'd choose the Krogan. Sure they need help, but I have a feeling they would be a lot of blood on their hands at the end of the day.

Honestly I cannot think of any other species really fits the qualifications for a seat, at least at the current. The Geth would possibly deserve a seat if they let themselves become more involved.

Everyone else fails at some point, lets see,

Quarians: No home world, cannot offer military assistance despite having a massive fleet.

Krogan: To violent, would be counter productive

Hanar/Drell: Hanar are no soldiers, and not enough Drell to fill the role.

Volus: Turian client species.

Elcor: Actually not that bad of an idea, but have not and do not look like they will put a in a huge role in galactic society.

I'm Going with Krogans, cause the council needs some kickass, strategic/ruthless battle starved fighters since the entire galaxy is in close quarters with extinction. Also they make great friends , especially when they are genetically modified.

Hanar, ridiculously polite and good at making a case for something, yet willing to get their hands dirty, evidence with training Thane as an Assassin since he was 6- they're like a politician race, I was surprised they werent on the Council already.

Mix Ents and Jellyfish, and you get Hanar

The only ones likely to be made members are the Volus but they won't because, a key point to being a Council member is contributing to intergalactic security, in the forms of fleets, ships and personnel. Unfortunately the Volus do not have any of those them, hell they're under the thumb of hte Turians. If they were put on the Council it would simply translate to two votes for the Turians.

After doing Grunts loyalty mission for the third time (third playthrough today) The krogan are so culture rich and the genophage is total bs imo. So yeah some krogan in there would be nice. I always wondered how they developed computers and became genetcists like okeer. But they arent as dumb as they look them krogans.

Mass Effect 1 they talk about the Volus aggresively seeking a council seat - mostly due to the humans being so darn impatient. So I would say the Volus would be the most likely.

Incidently if your gonna have the Reapers as a choice, why not have the Rachni up there as well. Assuming you save them, at least you know the current breed aren't hell bent on the mass extinction of the galaxy!

The Volus. They do control the galactic economy.

I can see the Geth being part of the council. Not for hundreds of years though. As they are still considered a threat to Citadel space. On the other hand though, they seem more interested in creating their own future. So they probably wouldn't have anything to do with the Council races unless it includes them.

As for the Krogan, I don't really seeing them even getting their own embassy unless Wrex, who was actually interested in the future of his people, survived Virmire and is leading the Krogan. Even then though, the future of the Krogan is uncertain...

At first I thought, "That would be impossible. As the Volus aren't exactly the 'paragon' of physical fitness." (See what I did there?) But than I thought, the Volus could use their bartering skills to convince mercenaries, pirates, Krogan, ect. to fight for them.

I'd love it if the Geth were ever inducted into the Council. I find it highly unlikely though. If anything was going to be brought into the fold, it would be the Quarians. They have the largest military fleet in the Galaxy, and while it may not be all top of the line stuff, quantity has a quality all its own.

I would love to see the Geth on the council, representing synthetics would be interesting. Especially with say, Legion, as their council member. After that though, I think Krogan would be more feasible, at least if say, Wrex's reforms go through and all that jazz.

Personally, I'd kick the current alien council out and replace them with Mordin, Wrex, Anderson, and Garrus. No Asari. They may live for a thousand years, but I have yet to meet a single one who wouldn't be a total ***** on the council, or that would be in a better position doing something else. Maybe old Liara...

Also, I would add an Elcor to make five. Sorry, Quarians, but I gotta prioritize.
