Cait Sith (or rather, Reeve) has a far more legitimate connection to the story than Red XIII does. Even his barely tangential relationship to the plot serves a purpose.
You will never catch me using that white blob in combat though.

Poor Red, however, has literally been written in between the cracks of the story. The only other character with that quality in FF7 is Yuffie (who is supposed to be "hidden/optional" and plays as comic relief anyway); Vincent serves as a sort of "Whodunnit" explanation of Sephiroth, and has a very good/personal reason to stick with the party to the end.

Red XIII's involvement with the plot can be summed up as "introduces you to Bungenhagen".
He does absolutely nothing useful for the plot otherwise, and could have very easily been written out of the story entirely.
Some people claim that he was necessary to introduce Cosmo Canyon.
Recall the reason you ended up in Cosmo Canyon? It's not Red XIII.

Hojo's infamous attempt to interbreed two species? With one line of dialogue, I could have deleted Red's entire introduction, ran the scene and subsequent boss fight (ewww!), and it would have ZERO IMPACT ON THE PLOT. Hojo is a big enough dick to it too; so the implied encounter would still be within his character, and it would still fit the scenario (Hojo trying to get Aeris to breed with one of his "creations").

Still don't believe me? Ignore Red XIII entirely when you play. Whenever his dialogue comes up, pretend it's not there (apart from his obligatory quest, which literally amounts to nothing more than wasted time). Once you're past that part, his involvement drops to virtually nil, save for a couple of throwaway lines amounting to "Lets go visit Bungenhagen!".
Every other mandatory character has some actual connection to the plot (yes, even Mr T and Cid).

As a combatant, well, it's FF7. Everyone is virtually the same thanks to stat/ability altering Materia (apart from limit breaks). It's an entirely moot point.

People will say that every Final Fantasy game has one of these characters...and they would be right (given a couple of arguable exceptions).

Here's to Red XIII: Useless token animal character! Love him or hate him, he really didn't add much to FF7 (apart from some furry fanfiction...OW! MY BRAIN!!)

Cait Sith. Though there's part of me that doesn't want to say that, because Cait Sith was an adorable stuffed cat thinger. Sorry Cait Sith, you're cute, but you're also totally and utterly crap. :(

I never ever used them after the first time I played them; throughout the several times I've played Final Fantasy 7. I think the only characters I ever used though, were Cid, Cloud and... Barret? It was so long ago I last played it. It was because of their multiple hitting limit breaks, and their usefulness against the Weapon bosses. :>

I voted Cait Sith despite him being one of my favourite characters on the list. his limit break is fun and interesting, it really adds to the game, but overall i suppose he'll never be as quite as good as other characters.

Penelo and Rikku just rub me the wrong way, but due to the limitless customisation, they can be made uber, but i dont really care about that elitist trash (No offence to anyone who's uberlevelled on FF10-12)

If you can't master blue magic then yeah, Quina (FFIX) and Quistis (FFVIII...however you pronounce her name) are pretty useless.
Kimahri (FFX) also, though I guess he could be classed as a blue mage. Still, even with all his Overdrive abilities unlocked I never used him unless I wanted to Bad Breath something.
Lulu also became redundant towards the end of the game as Yuna has better magic, and easier to access celestial weapon and can easily break into her section on the sphere grid.
Vanille (FFXIII) has lower magic than Hope, so that pretty much cancels her out. The only good thing is her Death spell but that only works a small amount of the time. Actually, so is Sahz. My party in FFXIII consists on Fang, Hope and Lightning or Snow.
Cait Sith (FFVII) is still useless but Aeris/Aerith wins just because
she dies!!!!!!
not far into the game and therefore what is the point in levelling her up?
In FFXII my team was mainly Penelo (high magic), Basch and Baltheir or Fran to be honest.

This is just in battle anyway. If we are talking uselessness in the game as a whole then I don't know seeing as, to be fair, they all do help in SOME way
Quina finds Fossil Roo, Cait Sith/Reeve helps the party numerous times, Kimahri protected Yuna as a child etc etc

I'll tell you a game with useless characters: Squeenix's "Infinite Undiscovery". Seriously. There are about 20 playable characters and you can have a party of three including the mandatory main protagonist. Was awful.

Vanille in FFXIII. All her stats seemed to be the least impressive, and her weapon isn't exactly...normal. What was it anyway?! An moose's antler with some Chrismas baubles attached with string?

You never used Gogos mime abilities to it's fullest I can assume? Gogo was awesome in conjunction with Terra or Celes and whoever had the offering+xmagic combo on them. Gogo is probably one of the best support fighters in the entire game let alone the series.

if you include offshoots than the answer is very easy.

Cloud (of FF7 fame) in Final Fantasy Tactics was amazingly useless. He had powerful limit breaks but they'd target a square (instead of an enemy) and took ages to charge, so the enemy would inevitably move unless you'd succeeded in casting a stop spell or speed broke the hell out of it.

Umm, you do realize that Quina was if anything at end game one of the most powerful characters because of how powerful blue magic can be in FFIX. I mean true end game not just until you beat the story boss.

Let me put it this way. Without Quina's blue magic you could not realistically beat Ozma because you needed two healers. Hell a good majority of people who beat Ozma did it without even bothering with the gem collection because it was too random, myself included. That meant we couldn't use auto attack thus making the fight a battle of attrition. Too me three hours to kill Ozma and without Quina it would of been impossible. Quina was worth the investment if you got the right spells but since nobody does it they make characters like Quina and Strago(FFVI) useless.
Hence 'allegedly'. Personally I just get the gems and spam items to keep the magic up, the idea that you get skills by weakening enemies and eating them is just annoying. If it was more like FF7 perhaps where you just learn it by seeing it cast then yeah sure, but jeeze...
