Wait! Where do you live that this is legal? As far as I know just about all North American and European countries do not permit it.
There are a few areas that I know of that allow topfree women. New York definitely. Certain parts of British Columbia and Quebec too I think.

Pretty sure it's legal in parts of Canada and know it's legal in parts of the U.S. (NY, OH, HW, MA, etc). I doubt it's changed the people who live there's lives much, but it's legal.
Just confirmed Ontario. If I were a women I would jump right on it, give a few black eyes to the guys that get a little too close. Hehehehe! Then again there is this issue where a judge ruled that it was not rape if the person was dressed provocatively so meh! But in all honesty the argument that women must cover up because the breasts are sexual is mostly societal (not ruling out natural biology here) same way oral sonic vibrations of a particular caliber, i.e. Swears have the nature of being considered vulgar. Almost entirely subjective, personally I believe that if there were more breasts in everyday situations we would not notice them anymore than a persons face. What do you think?

P.S. Sorry for bad grammar, logic errors, and sentence fragment, really tired here and need to be up for school tomorrow.

Breast fetishism has become so prevalent that the legal system considers female breasts to be a sexual object.

Therefore, to display them publicly is considered public indecency.

I've already said my piece here, but this just occurred to me:

Why is this a point of debate?

Why is there a big problem with the way things are?

Why is gender bias considered an inherently terrible thing?

Why is there an overwhelming desire to make the world as bland and same-ish as possible?

Why can't people just embrace differences without feeling the need to make them conform to something?

Its funny how we as humans are the only species who have this problem with modesty.

Its like wondering why do we find the part of a female's body where she stores milk attractive? Were we taught to think like this? Why must they cover up and while males do not have to? Both genders have nipples and areolas, is it the size of a female's chest that makes it so taboo? Do we see it as a threat to the female since we view breasts in a sexual nature and it makes them more vunerable to rape if they are left in plain view?

It's because the male chest does not have "organs" on it that are associated with sexuality.

Nudity isn't about displaying skin, it's about displaying sexual body parts.
The fact that women have sexual body parts in a place where men don't, doesn't mean that women should be allowed to show off this part of their body because men can.

Say I had a penis on my knee: Just because people who don't have penises on their knees are allowed to display their knees, that doesn't mean I should be allowed to display my penis.

If breasts should be allowed to be displayed in public, so should, for example, asses.

That said, I believe women should be allowed to go topless, but optimally, I don't think there should be any problems with people walking completely naked in the streets either.

It's because the female breasts, whether you agree with the view or not, are regarded as sexual objects, much more so than a man's bare chest. Women's nipples are more sensitive, they actually have breasts (moobs don't count) etc.
So they get censored to "protect the children". Which I actually agree with, for once. Parents can choose to explain about all that crap when they want and all that.

There's a whole lotta shit I don't want to see... and that's mostly topless men. In this country (UK) it's a problem every time it stops raining, and our miserable sun pops its head around a cloud, warming this moist country to about 3 degrees C. What can you expect from a country whose genetic makeup is 98% inbred chavvy scum? I say keep clothes on unless in a designated place, and I'm a fucking liberal

It's the fat around the mammary glands. It's associated with sexuality.

Obviously, there are plenty of nude woman in more adult films and on Page 3 of the Sun, but male toplessness is a lot more common and a lot less frowned upon - why is that? When it comes to below-the-belt nudity, it's a different story; fully naked males and females are both a bit "taboo", if you know what I mean. What's so different about the other half?

EDIT: Another point I'd like to make - if you see topless women in magazines (like candid celebrity photos or whatever), only the nipples will be censored, usually with little stars. Men have nipples too, right? So it's obviously not the fleshy, breast tissue that's the "problem", it's the nipples - this makes less sense because the breast tissue is the only thing different between men's and women's chests (please correct me if I'm wrong).
Female Breasts are connected with sexuality and reproduction, and therefore is considered by many to be as naughty as genitalia. The male chest has no such stigma.

A bare chested man would be equal to a woman wearing a Bikini.
Personally I like that most women cover them up, makes it a lot more fun in the bedroom.

Now what I NEVER understood is why so many countries thinks a thong-bikini is inappropriate... whats "bad" about the bum crack.

I think a more practical approach to wearing clothing, one that would not feature nudity as taboo is in order. Also, yes, being stricter on female toplessness is a double standard, and just cultural baggage.
