Either both should be allowed to go unclothed or both should be clothed...unless people enjoy seeing more of this:

Jokes aside though, it is more or less gender biased. Since the start of wearing clothing in the 'civilized' world all those hundreds of years ago, Men always dictated how things should be done and what rules should be in place. It could be assumed that it was Men who decided that they didn't want other guys looking at their wives or daughters, or Women who decided that they didn't like men staring at their chest the entire time they tried to have a conversation. I DUNNO!, It's just a couple theories.

Though because I am a guy myself and I can't resist the temptation...*ahem*...YAY FOR BOOBIES!

Well, one reason might be that men made the law and decided that in order to appear sexually appealing men should be allowed to show their abs and chest region, while women who got boobs appear sexually appealing even with their clothes on since their boobs are quite visible even under clothes.
Yeah, bad guess, I know. I don't actually know when it comes down to it.

Wait! Where do you live that this is legal? As far as I know just about all North American and European countries do not permit it.

Its a problem.

Its not an "in the interest of fairness men should cover their chests too" problem though. Its a "society needs to stop being such whiny bitches" problem. I'm no nudist, but whats wrong boobies? Last I checked they were for nursing. mainly.

Plus I have an extremely lazy nature, so if society WOULD stop being such "whiny bitches", it would save me the trouble of having to get dressed in the morning. Thats just an extra plus though.

Well, male breast area isn't considered sexual. I don't understand some censoring choices like only blocking nipples, but it is the female breast.

Pretty sure it's legal in parts of Canada and know it's legal in parts of the U.S. (NY, OH, HW, MA, etc). I doubt it's changed the people who live there's lives much, but it's legal.

Yeah, it's pretty ridiculous. Especially the fact that women can be jailed for it. If other people want to complain about it, fine, whatever, but actually imprisoning someone because they're walking around with their tits out strikes me as petty, hugely misogynistic, and a waste of taxpayer money.

Portland has virtually no public nudity laws, though, so that's cool.

We do have breasts. They're just not as developed as that of a woman's. Yes, that does also mean we have mammary glands, IIRC.
