Neither party "deserves" anything in this equation.

Alas, countless companies which indulge in truly shitty practises-- far more unethical than EA-- continue to flourish and turn a profit.

There is no karma-mechanism, unfortunately.

The only way to 'fix' this is to not buy what you don't like. Don't pre-order either as that's the kind of thing that feeds the sloppiness we are getting. Rather purchase games after release.

Take the above as advice, I'm not telling anyone what to do.

I currently don't buy anything from the big three (EA, Activision-Blizzard, Ubisoft) simply due to the fact that I don't buy half-assed, broken, regurgitated, unimaginative, DLC-riddled, micro-transaction-laden games. Its my personal choice. None of them are making anything interesting of late, which is not surprising in the least. However, if attitudes and quality improve I will certainly consider them again but it would take something special from each of them to restore their stature in my eyes.

Again, this is just the opinion of a jaded gamer in his late-twenties. Apply pinch of salt where applicable.

We should just stop pre-ordering. The extra character or weapon are just not worth it.

The pre-order system makes the developer very comfortable to pull the trigger and launch the game before it is ready.

In some cases, though, it is useless either way. Dragon Age would have launched before xmas one way or the other. EA really gave the franchise some more time in this iteration, but they just could not pass xmas time and wait the extra three to four months of development the game needed (maybe a bit more if they were planning to put a decent combat system in place).

But people nowadays are also less demanding. In old magazines, PC games were tested in several kinds of computers before the review was presented to the public. Now reviewers omit bugs in their reviews because devs swear they were all fixed in the retail version.

But, seriously, this pre-order system is hurting us consumers. We are paying for promises that are frequently not being fulfilled.
