Noir wouldn't be wear it was if it wasn't for the classic imagery of smoking detectives. But that's because in noir movies everything's so freaking dark and a thin trail of smoke is an incredibly beautiful contrast.
As for being cool or not, who really cares? While there's various bits and pieces of evidence indicating that second hand smoke probably causes damage, I haven't heard a whole lot in the way of conclusive YES IT DOES evidence nor a whole lot, honestly, that it causes significant damage. Regardless, it's nothing that should be banned everywhere. I can see banning it in the work place, but a forced ban on bars and restaurants? That's their choice. Most will end up banning it anyways because it's bad for business and, honestly, smoking smells like shit when you aren't smoking, but that should be the business's decision and, by extension int his case, the people's extension not the government's.
However, for the people comparing the dangers of smoking to the dangers of eye strain, you're either deluding yourself or trying to compare an elephant to a mouse. Straining at a computer screen does indeed hurt your eyes and will damage your vision. Smoking will give you cancer and cancer will pretty regularly kill you and tea bag your corpse. If you want to smoke and are aware of the risks, that's fine, but don't try to underplay them in public when that's just not the truth. And that's the same with drinking, drinking heavily will tear up your liver and liver failure is the fast track to painful death.
