I'd say the Master.

Well the Daleks areeee sort of, but the Master is so........devious. So evil. So the opposite of the Doctor (or rather, a two sides of the same coin Batman-Joker thing going on there).

I'm going based on which episodes, I've enjoyed the most. So yeah, I pick The Master, because his episodes are excellent. Perhaps somewhat linked to Simms excellent acting skills.

Weeping angels a close second, followed by Daleks.

Daleks mainly 'cause:
1.They are the antithesis of the doctor and stand in opposition to him in every way
2.EX-TER-MI-NATE!!!
3.They pwned cybermen

What? The Gelth and the Krillitanes, correct me if I'm wrong, appear in one episode each. Neither come close enough to challenge the reputation Daleks, Cybermen and the like have in the show.

Sure, the Krillitanes have almost the same intelligence as the doctor, or at least know alot about creation (The Code thing), but they were killed just by an explosion. Same with the Gelth, who were also wiped out with an explosion.

Everyone knows that to be a REAL threat you have to be explosion proof!

the master is his best friend they fought together at the medusa cascaded the loved him they were nevere enemies the daleks are enemies with everything and the gelf were only in one episode and they posed very little threat to the doctor
he WAS his best friend but after the time lords drove him loopy when he looked into the rift and the drumming started he made several attampts at the doctors life, and i would call making the doctor his ***** for a solid year would class him as being an enemy, as for the gelth are you kidding me? if it werent for Charles Dickins the docctor would have suffocated and become a zombie, earth would have been overrun and history would have changed!

The thing is, The Daleks are definitely his greatest enemy, but the bloody things just won't die! The reasons for their continued survival is becoming more and more contrived and unlikely! This irritates me to no end, but I'm glad the finally made them bigger again. The reason they made them shorter, was because they were supposed to be the same height as Billie Piper when they were first re-introduced, but now they are re-designing them, they can be the same height as Karren Gillian (Who is evidently taller).

I never really understood the whole Dalek vs Time Lord thing. Why couldn't the Time Lords just go back in time and stop them being created?

OT: Probably the Daleks, although I am tired of them now.
