Nope.
A huge part of Fallout's feel and success in being a compelling setting stems from it being set in America and therefore being able to utilize and at times parody or make light of elements of American stereotypes and culture. Setting it somewhere else would ruin that, primarily because the developers themselves will overall have little-no personal connection or understanding of the culture and locales of a foreign location.
All that humour and weird quirkiness that stems from this satirization will pretty much die as soon as it's no longer connected to these American themes, locations, figures and whatnot the series is now heavily accustomed to.
In addition, the existing factions and a lot of plot elements of the setting will not be present. Very little of the world outside the US has been detailed. While this might make a game set overseas seem like a great way to expand the setting, it'd detract from the US centric nature of it and could very easily backfire for the reasons stated.
Having a Fallout game set in London or Moscow, Paris, whatever, would be cool if it worked.
I'm open to the idea of them at least trying, I just don't reckon it will end well.
It would be interesting if they tried a DLC pack for the next Fallout game set in a completely different country, absent of any American style or portrayal and unable to draw on what has made the series great so far. Even if it plays really well and adds in lots of cool new stuff, something will be missing. It'd seem hollow or cheap and it just won't feel like a Fallout game. I guarantee it.
