Considering they planned for like 1000 vaults and were only able to make 100 or so, I doubt they would have made them in any other country if their biggest contractor the US before the War couldn't afford it while the rest of the world was in the Resource Wars.
So no, they didn't make any Vaults anywhere else, plus it has been said (pretty damn sure) that Vault-Tec was basically part of the Government they worked with each other so much.
Plus the Vault's original intentions weren't to actually survive a real Nuclear Blast but to do Human Experiments, it just doubled when the bombs literally did drop.
I'm aware they were for social experiments, however, changing canon happens a lot these days, and simply saying something like "Vault-Tec was also contracted by Allies of the United States" or something to that effect isn't totally out of the question...thats really all I was saying.
However, your statement that they planned for 1000 vaults is incorrect. They actually completed the known 122 vaults over a period of just 20 years, and finished the last vault 3 years before the war even happened.
Its not unreasonable at all to assume this knowledge and planning of the vaults over a 20 year construction period (6 years PER vault) wouldn't have been found out by another country and possibly copied or stolen from a design perspective. There is lots of time for another country to have made vaults of their own, allowing the possibility wide open.
