When I was in public school, you kinda had a choice. You tended to get french fries, but a) a tiny amount, and b) there was tons of salad choices and whatnot you could get instead. On the other hand, it wasn't real pizza. It was basically "pizza-esque cardboard". It wasn't bad for you, it just wasn't good for you either.
And to the OP, it's not that they want it to count as healthy food. Most of the people that are lobbying on this are the frozen food manufacturers that produce, as said above, frozen slabs of cardboard with some red paste on them that don't want to have to shell out more cash to make them into actual foodstuffs. And true, I can't speak for a majority of the population, but at least at my school anyone who actually thought the school lunches were healthy for you were known for being out-and-out morons. They serve a bare minimum of what counts as "food" because they're legally required to ensure that children have a meal during the day.
In other words, it's the people that are churning out crap not wanting to spend money to make their crap less crappy. Hooray for crap \o/
