You can't point to 1 thing and say "That's what did it." when it comes to MW2 multiplayer being awful. It's a combination of a LOT of things, including Noob Tube spam, One Man Army, Commando, terrible spawn system, Shotgun and RPG secondaries, overpowered killstreaks and the camping that comes with them, and the worst host system ever in a video game.
The real answer is: There wasn't a beta to find and fix all of the above problems. You can't make a good multiplayer game without a beta, and there are only a few exceptions to that rule (Smash Bros., Halo 2, etc.).

I enjoy MW2 a lot despite its issues; but what has made me mostly stop playing it is the fact that for some reason, after pressing "find match" I may have to wait as much as five minutes before I am put in a lobby. I am not sure why this is, it worked fine just a while ago, but now matchmaking is super-slow.
