Well, to be fair, force-lightning is the power of the force manifest into lightning. I'm not entirely sure, but I don't believe that makes it an elemental power. So, the real question is...can the force block lightning that isn't made of the force? And if that's the case, then can it also block fire spells, earth spells, ice spells, and probably some kind of Limit Break? So, the real question is...Darth Vader or Sephiroth? My Answer: Sephiroth. Now, it's true that Vader has the force and he has a light saber. Both of those things makes him quite formidable. What he doesn't have is magic. Actual magic powers under his command. Because of that, even Sephiroth before he became evil would be able to defeat him with a casting from his Lightning materia. A good dose of Bolt-3 and Vader's life support systems are out.
How about Lightning Shield (Star Wars: The Force Unleashed (Part of Star Wars Canon)) to block incoming damage.
