I'd think it's disqualified. Bloodlines is pretty clearly in the action RPG category, and as a game the balance is non-existent, while the actual gameplay is pretty much crap. Especially the combat, where you can shoot a normal human in the face, he'll flinch, and then start punching you. It suffers from what I like to call "Action RPG wet cardboard syndrome" - where everything you interact with feels like it's made out of wet cardboard. The guns, the bullets, the knives, the enemies,
everything.
But the setting's fantastic. The kind of moral choices in the game go far beyond Good and Evil karma - you affect characters' lives. If Troika games had more time and resources, I'm sure Bloodlines would have been one of the greatest games of all time. It also gets bonus points for going all Tyler Durden.
I'm going to give a shoutout to Front Mission, though it's in Strategy RPG territory.
