You see, I have a bit of a problem with this part of your premise. If I buy a dedicated gaming PC that is disconnected from the Internet and has no wireless capabilities, how is anyone going to be able to detect that I'm playing video games? Frankly, if the man has hidden cameras installed all over my house, or if it's acceptable for police officers to conduct rigorous searches of my house and property every so often, I think I'd be too busy participating in the underground resistance to overthrow the oppressive regime to play video games.
That said, if there was a way to detect the playing of video games that was difficult or impossible to circumvent, I'd probably buy a timeshare at a local underground gaming speakeasy, and if such a thing didn't yet exist, I'd proposition some local gangsters to help me set one up. That's the thing about banning stuff: you're really only creating extremely lucrative business opportunities for people who have no respect for the law.
