There are good traits on all of them. Save for Cesar Romero, I don't know enough about him to like or dislike him. I've only seen the feature length Batman movie with Adam west and the Joker has few lines. (I personally like West's batman, he's freaking hysterical.)
But Mark Hamil Joker has the random, "Why the hell did he do that?" factor. In Mask of the Phantasm, there is a scene where he's in an abandoned theme park, and an old mobster calls his name. He enters the scene in a blur, and stops on a dime with the absurd "boing" he follows through with this wiggle motion. The kind of thing you see in like a bugs bunny cartoon. BUT it's actually really terrifying. I wasn't thinking, "lol wut" I was thinking, "What if I saw a guy actually do that? Like three inches from me? I'd crap my pants."
For me that makes him a more effective villain. That even something as stupid as that can be made sinister by him.
