I think this may be exactly the thing to promote more console piracy. How much you want to bet the next Xbox will immediately begin rivaling the PC as to how often it is pirated? Someone will find a way around it. Then your options will be $60 or $0. All of the used gamers out there will just end up pirating instead since buying games new isn't in their budget.
