This is exactly it. He's been leading the fight against nuclear weapons and considering this involves getting rid of his own countries armaments, the largest stockpile in the world, this is a pretty big step for world peace. If it's not for that then I dunno why he's been given it, but then I haven't really been up-to-date with what he's been doing lately (firstly I'm in Britain and secondly at uni with no TV so haven't been watching the nightly BBC news).

The Constitution gives comparatively little power to the President. Most of that power is directly overseen by the Senate. That is at least the way it was supposed to work.
