I kinda agree. These things seem more like game mechanics/mods than typical DLC, you know, skins, new weapons and new dungeons etc.. I am hoping that some of this stuff is free. I would not pay for enhanced water visuals.
This definitely seems like a thing for consoles though, who don't have access to mods. This stuff has already been done by modders for the PC version. And if it hasn't been done yet, it will be soon.

I get these things will mainly be aimed at console, after all why would any PC user pay for something they can get for free, and will likely be more stable and well put together?
Still for me that only compounds the problems of Skyrim even more, even if they are slipped into fuller DLC's with extended story the core principle I have issue with remains unchanged. Maybe I'm just being unreasonable, I have many reason for my sudden bias against Bethesda now, frankly the handling of PR did nothing to help. I said it before though DLC would either need to be too large or too broken up to slide into existing parts to actually repair problems with the game. It was a massive mistake to get it on console and on release but I thought at least the content there would be fairly flowing and full, and bugs they learnt existed in the engine and had fixed previously wouldn't be present again.
Anyway that is probally enough for you to correct and bordering off topic. But for me Bethesda's image has been irrevokably changed and the ideas behind DLC has only proved that, whether they be part of something larger or even free patches to consoles, to me it just shows the game up as incomplete, more sandbox for modders and bug fixers then a sandbox game.
