Dunno. I've only ever seen telekinesis/pathy as separate powers.

I have and I swear I've done shit with my mind.
I do have a theory that I feel I have evidence for.
Its common knowledge that we don't use 100% of our brain. I think its only like 16& or something like that. I believe that is we did possess the ability to use all 100% then we could use telepathy, telekinesis/pyschokinesis and what not. This untouched part of our mind is what, as I believe, gives us our "déjà vu".
I've had dreams of things I do the next day or in the near future and I can actually remember said dreams.

It can be, I suppose it could be possible to be able to control minds but not read them. Same goes with a Telepath - he may not be able to influence people's mind, only read them.

I guess it depends how 'powerful/wide' your power is.

Take telekinesis for example... if you can control things on the molecular level, you can agitate molecule to set stuff on fire (so pyrokinesis) or slow them down to make them freeze (criokinesis). If you can move thing on the atomic level, you could split an atom, and we all know what that does.
