I doubt there's much justice as to who gets to be the villains of modern day settings, Middle Eastern terrorists and Cold War style Soviets are the most recent threats to the western world that most of us can remember so it's no real suprise that they're going to be our targets of choice in shooter games in a modern setting.
Hell, this isn't even a recent thing, Goldeneye on the N64 had you gunning down leigons of Soviet minions too yet no-one complained about that harping on the 'Cold War' thing (and that was in the late 90's).
The full scale war that is shown in these games is ludicrous in today's era of warfare. That it is always about the United States taking on the Russians like the Cold War never ended just makes it more ridiculous.
It's not any more ridiculous than a whole lot of other concepts that we never even seem to question (like how a single man can lead us to victory in a war or how in RTS's it always seems to be that the fate of humanity will be forever changed because of the outcome of a single small skirmish).
Between you and the recent article of Yahtzee trying to call bullshit on Warhammer 40k it'd seem like everyone has a very selective suspension of disbelief.
If we are going to make some balls out stupid gung ho action shooter military game, why are we limiting the global war to the US and Russia? If it is so over the top, why not come up with some equally stupid entertaining premise?

You have a problem with USA vs. Russia yet USA vs. Eastern Europe is fine? (you are aware that Russia happens to be in Eastern Europe, right?)
USA versus USA: Republicans versus Democrats in a fight to the death.
And watch as no-one outside of the US gets too worked up about that idea and sits there scratching their heads going 'which side is supposed to be the bad guys again?'.
All of these are about as likely as a full scale war with Russia, as in, completely fucking stupid.
I wouldn't say Russia vs. USA is completely fucking stupid.
It isn't likely to happen, granted, but that isn't what's important otherwise you could call bullshit on any story involving aliens, robots, mutants, superheroes, monsters, demons, zombies, Gods, time travel, space travel, alternate dimensions, cyborgs or anything else from the realms of fantasy or Sci-Fi (for the reccord, that's a lot).
The important part is does it have an sense of internal consistancy, the stories I've seen that feature all out war between Russia and the US do (MW2 does give a fair explanation for why Russia is eager to go to war with the US, yes, if put under scrutinty such a thing would never occur but that's looking too deeply into it).
But fun regardless. Just, why pick on your old grudges when you could make something else as equally idiotic?
Because the 'old grudges' had a lot of movies made about them which are nostalgic to a lot of people (even into the late 90's we had 'Soviets' as generic villains in stuff like Bond films and video games even though we weren't in a conflict with Russia and the Soviet Union wasn't really around anymore).
