inFamous. Great open world, and you can blow cars up, and the weird suicide bomber style reapers that run at you with explosive flares. Also, the red faction guirilla (?) game that I haven't actually played so know nothing about apparently has blowing up lots.

All were mentioned earlier, going to repeat, just to make it more clear to help you make up your mind.

Just Cause 2 - You will forget what your main objective is really fast once you get off the hook after the introduction.

Red Faction: Guerrilla - Hitting buildings with nukes hads never been more fun.

Prototype - Have fun being overpowered.

Saints Row 2 - What GTA used to be before it started to try and look serious.

That the shortest descriptions I can think of. Hoping you haven't played all of them already, because if you did, you be bored now and forever!

Definitely Saints Row 2.

Second up might be Just Cause 2, but grab yourself an extended grappling hook and infinite ammo mod.

Third would be Grand Theft Auto 4, but then you'll -definitely- need to go get some mods, and the in-game trainer in order to make it absolutely thrilling.

Prototype is one I think hasn't been mentioned yet. The graphics are a bit bland and there isn't loads of variety but this is all gone when you have claws and are ripping through dozens of civilians, sending dismembered bits of the body flying in all directions.

Edit: My bad, yeah it has been said.

Mercenaries 2: world in flames, sounds like just what you want, iv spent about 50 hours on it and most of that was just playing around with c-4, airstrikes and rockets in fully destructible cities and forests. It may not be the most impressive 'game' but its incredibly entertaining.

Bored gamer, want to blow stuff up in an open world game, what can you recommend.

Cheers!
As many others have said, one of the Elder Scrolls games are awesome open-world games. Morrowind and Oblivion are the ones I've personally played, so I can recommend them especially. Great time-sinks, where you can follow the main quest or just explore. They're not my favorite type of game (I'm more of an obsessively follow-the-story type of gamer) but for what you're looking for, I think those'd be perfect.

But really, I have a question: what open-world games have you played? Might be helpful in figuring out what specifically you like/what you're looking for.

If it's action and mayhem you want, I'd recommend Saints Row 2. It's everything GTA 4 should have been.

I'd also suggest Mercenaries: Playground of Destruction. It can be a little hard to track down since it's a last-gen title, but it's well worth the look. You basically earn money by blowing stuff up, which you can use to purchase various weapons, vehicles and airstrikes to blow more stuff up.

Red faction?
Think Total Recall, but take away the movie stars, and put a sledge hammer that can knock walls out with a little tap into your hands. Have fun!

Infamous 1 or 2 or the already-mentioned Just Cause 2. Both are great but Just Cause 2 is better for mindless blow-sh*t-up action.

Freelancer. Space is open, right? Or if that is too simple for you, then how about X3 Terran Conflict? Tons of opportunities in that game. It has a steep learning curve, but it's very fun when you get into it. And there are countless usermade mods, scripts plugins and whatnot to add to the experience.

So basically it comes down to this, i love open world games where i can follow the story or just go nuts. I love blowing stuff up, no seriously, you have no idea how much i love blowing stuff up, given the choice between most games ive played lately and razing an entire city to the ground id choose the later.....
sounds like Red faction: Guerilla is the game for you:

You can literally blow up everything in the game.

You didn't specify what games you've played so there maybe games you've already played. Try GTA4, Assassin's Creed/2/Brotherhood, Saints Row/2, Prototype, Fallout 3/ New Vegas, Red Dead Redemption. I think there must be one game you haven't played. Also, if you've already played those games you could try Alter Ego, it was mention in an article and seems like an interesting game though I haven't played it.

You might want to edit your op to include the ones you?ve already played... And liked.
For me the top open world games for this gen are Fallout 3, Saints Row 2, and Just Cause 2.
If you?re already familiar with those, the last couple of Assassins Creed games are worth checking out. I also enjoyed Prototype; it?s not very slick or detailed, but it is quite a lot of fun.
But if you want to go a little more old school, play San Andreas.
