I preferred the Skulls, but I'm assuming you mean both, so here's my reason for why they're good: range.
A fully leveled spell from a Skull or Mage can reach much further than nearly every other attack in the game, and can have a spread of a 3x3 square at that high range if you so choose. A 3x3 splash is also much easier to "aim" properly for maximum effect than, say, the "cross" grids you get with other spells (though you have that as an option as well). Doing such crazy damage to an entire group with a single character is something that's incredibly useful, especially in the late-game. Once they get going, they're also incredibly easy to level. Blow up Cave/House/Hall of Ordeals 3/4/whatever with a single Mega Fire and get ten levels with one shot.
Of course, having fighters, martial artists, and all that hoo ha for the short game, and archers for mid-range, helps round out the versatility, so every character has some degree of usefulness. Except Flonne. You'd think she would at least learn magic on her own, considering her primary weapon is a staff. (That said, giving her a sword and teaching her Winged Slayer, Nightsever, Dark X Slash, etc. is amusing. Funny as hell to watch too.)
As an aside, I saw my friend solo Priere in Disgaea 1 using only an equally-leveled Galaxy Skull. Only non-standard move he needed was Omega Heal. It was also amusing teaching him gun abilities.

God damn does he ever suck. He's fine for boss battles thanks to his Item Crash+Holy Water but just getting from point A to point B is hell in Castlevania.
He can annihilate Dracula in 2-3 attacks, but gets totally owned by a bunch of Mermen.
They do give him a Double Jump in his Portrait of Ruin mode.
Take away his Holy Water Item Crash though
Oh my god did Richter suck in that game. Enemies level up as you progress through the castle, you don't. Hard to argue with just that. Least your whip does Holy damage innately. Means good damage on nearly everything in the castle.
Hydro Storm was awesome though.
