Is it just me, or in Paper Mario (the first one) Parakarry is completely worthless as a character?

He knows the 'sky dive' attack, but it only does 4 damage when he's ultra-ranked, and it's hard to gauge when to use the 'action command' with it. (Or 'quicktime event' command.)
His 'shell shot' attack is pretty good, but quickly gets dismissed when you get Bow, who can do almost as much when she's ultra-ranked with her main attack. Plus, bombette's bomb attack does as much as well.

He's only really there to bridge slightly longer gaps that Mario can't jump, and deliver letters in a fairly meaningless sidequest. The only things you get from delivering letters is star pieces (which aren't that useful, the badges you get from Merlon aren't crucial to beating the game) and a 'lucky day' badge. (Which makes enemies attacks 'sometimes' miss mario. Frankly that 'sometimes' isn't often enough.)

Any second-tier character in the Fire Emblem franchise. Not only do they gain literally only 1 EXP for every kill, but if you bother to level up the characters who seem weaker they completely overwhelm the "stronger" allies before even changing classes.

Sonic in SONIC 06!

His story has nothing, repeat, NOTHING to do with the over arching plot. He attributes NOTHING to the plot until the VERY END OF A GAME HE IS THE TITLE CHARACTER FOR.
Really? I never made it to the end of that game. Stupid train level....
I don't blame you in the least... Which train level, Sonic's or Shadow's?
Sonic's. Wait, Shadow has a train level too???
Yep, one of the game's many flaws is that all three stories are shameless copy and pasting of the same levels over and over again. In Shadow's level he has to ride a motorcycle along the same tracks Sonic was following to catch up with Eggman. Oh, did I mention that the motorcycle turns as smoothly as a charging rhino?
Wow, really? It's a shame, I thought that game, at least story wise, started off quite strong too.
Trust me, if stayed with it, the story will make your brain hurt and the gameplay will make you want to straggle kittens.
The gameplay already made me want to strangle kittens. ...well not really. But I want to know whose brainy idea it was to take away Tails' melee attack and have him throw bombs around, same with Rouge for that matter. For Rouge though the idea of planting bombs on walls was good, but on the ground she should've had her melee attack. Speaking of wall climbing, that needed some serious debugging.

Typlosion is just... crap. Mainly due to his rubbish movepool. Only good move he's got is Flamethrower and I can't find anything else that would be good for him. Should have started with Totadile...
You're meant to TMpro him by teaching him

Strength
Earthquake
Thunderpunch
Flame Wheel (eventually Flamethrower)

Then his like, amazing...
Thing is, Typlosion is designed to be a special attacker. It's movepool in that area sucks and it's attack stat isn't great. I've still yet to find the move tutor that gives you Thunderpunch as that can actually have use. I gave Earthquake to Flygon as he would make better use of it.

Dual classed characters in anything D&D related. You're way better playing an all or nothing, which is no prob for me because I'm always the fighter.

EDIT: Okay oaky, I'll admit when I'm mistaken. It just seems that I personally have had no luck with creating a good dual classed character. The last time I did, my warlock/bard spent most of his time getting chewed up by rats.
That's because you multiclassed Warlock with Bard. Everyone knows that Bard's completely suck. Sure, they're decent at just about anything, but someone who's in a pure class will kick they're butt at it. I guess they're really just "So Okay It's Average".

Really?!

REALLY?!

I'm the one who gets to play this card first? Okay, here we go.

Yeah, Gyarados is bad-ass, but Magikarp is a giant pile of suck. It can't even hurt anything until level 15, and even then it still sucks something fierce.
I shall one up you!

BAHDERF
Bidoof is good
Someone likes Bahderf? O__O *mind explosion*

Entire Hiigaran Navy in HW2...

Also Captain Soban once you get control of him, best frigate in the game by far but still just a bit meh, his HP is low compared to your other, replaceable, "normal" units at that point in the game where you having the frickin' dreadnought. The DPS too isn't exactly special. Overall underwhelmed after his totally badass entry. Could've been made far better by giving you control of him earlier before you get capitals.

Still, one example I can think of off the top of my head is Fran in Final Fantasy XII. She's presented as this powerful but mysterious woman, spouting cryptic nonsense about Mist and The Wood and whatnot, but she's actually quite weak. There's never any reason to use her in battle, except in situation where everyone else is dead.
Put on the right weapon she can be a nice little powerhouse.
Penelo however? Now that one was useless. Ashe wasn't too far behind.
