So I've also heard of people getting lesser sentances for rape if they could prove that their victims were provoking it? As much as I hate the idea of that, it seems that using a bit of common sense when dealing with statutory rape wouldn't go amiss.

However, kids don't really care abotut he law, it's the reputation they're after. Havign sex early is "cool" especially with an older person, so they're likely to do it just to impress their friends.
A few months ago I witnessed a conversation between 3 13-year-old kids, one of them being a relative fo a friend.. One of the other boys was laughing at him because he was "13 and still a virgin" and if he were in the other's place, he'd "pound the girl silly" (with appropriate gesture)
