OK, people, I'm seeing too many "just-the-name" answers.
Make sure you say WHY you think they're the best.

The answer is Sephiroth, it has always been, and will always be, Sephiroth

Don't tell me he's not a hero, he's just evil. Little baby Supervillains find him a hero, and would you tell a baby they were wrong in their role models?

Sephiroth, end this thread.
No. For reasons of someone mentioned Elric. And Sephiroth, and all his pasty long white haired ilk, are basically all Elric wannabes. (Longtime Final Fantasy character designer Yoshitaka Amano has done several illustrations of Elric, and is the artist who Michael Moorcock feels best captured the character in illustrations, so this is more accurate than you know...)

Ninja, from I-Ninja.

Three reasons, (1) he can cut people in half (down the middle), (2) he's a selfish, sarcastic dick, and (3) his head is PERFECTLY SPHERICAL.

Miyamoto Musashi.

The greatest samurai of all time, featured in several video games, manga, and anime, as well a living samurai from the fuedal era of Japan. He didn't have any super powers, nor did he have any magical swords, but he never lost a battle and his first victory over a samurai was when he was thirteen years old.

And in some renditions of the tale, he defeated seventy trained samurai of a prominent sword school at once. He perfected the technique of wielding two swords with his own personal style, Nitouichi [Two swords as one], and I'd like to see Master Chief duel anyone. The best he does is run up behind them and bash 'em in the head.

Also, several characters from video games are based off of him, such as Haohmaru from Samurai Shodown, Mitsurugi from Soul Calibur, Frandar Hunding from the Elder Scrolls universe, etc.
You do know he perfected the technique for dual wielding as training? It's practiced so that you won't forget to train your off-hand and to be able to handle yourself should you lose your main weapon or use of your main hand. He still used a katana two-handed in battle.

And yeah, I sort of agree. He's quite badass. I still maintain demon hunter girl in Bloodlines is a better sword-wielding hero though. She can take several bullets to the head and still kill vampires.

Putting aside the obvious for a moment (Cloud, Sephiroth, Ryu Hayabusa), I'm stuck somewhere between Seigfried Schtauffen from SoulCalibur, Lloyd Irving from Tales of Symphonia, and Baiken from Guilty Gear. Siegfried for his raw power and apt at fighting at all ranges. Lloyd because he gets the best moves and you don't have to use them in a turn-based environment. Baiken because no one kicks more ass with one arm. Except for maybe Anakin but he doesn't count.

Link might not be a full fledged badass or anything, but anyone who beats down evil in a tunic is pretty rad by me...

I would have to say 'myself'( or the nameless protagonist depending how you look at it) in Oblivion. Simply because it's one of the few games that felt like I was in control when fighting with a melee weapon.

Speaking of hot, sword weilding chicks, I'm giving a honourable mention to Rayne from BloodRayne.
You wouldn't if you saw the movie.

EDIT: Anti-Santa: Cloud is a superhuman. They experimented on him using alien DNA and now he has super powers, plus the guy wields magic, to to him that sword weighs maybe 2KG.

Siegfried, that good guy gone bad gone good from Soul Calibur. Fights his own personal demons and physical ones as he seeks to end the evil of Soul Edge and Nightmare.

I refuse to acknowledge its existance.
Thankfully Uwe Boll won't be making movies anytime soon, all but 4 (out of I think 3,000) theaters refused his last murder of the silver screen.
