Whatever the case, he has been holding the competition for years, using Calypso Industries as both a business to finance the tournament and as a front for it. Having held the competition for years, his power and infleuence over the US has grown to allow him to hold the Tournament with little to no opposition from the authorities.
AA Backstory: Having heard of the actions of the Rising Dawn, he decides to invite the heroes to participate in his competition. He hopes to make this Twisted Metal the most exciting yet. Over the years of holding the tournament in the AA universe, he has witnessed many interesting competitors and gathered many artifacts and powers, some he may use to help or challenge the heroes, whatever makes an interesting show......

He will take the opportunity to punish arrogance or greed.
