Lenin. Malevolent evil, genius intellect and psychotic dedication, with facial hair and a fearsome attitude.

I'm gonna say ... Augusto Pinochet. I like his hat.

Or Idi Ami. I like his title.

Or, at worst, Papa Doc.

Dr. Doom, Exar Kun or Cthulhu. Although that last one is more of an evil god-like being than villian, I think something wanting to munch on all life counts.

I would be George W. Bush, the greatest most evil villian of all time. *Maniacal laugh*

EDIT: or at least the dumbest

I'd have to be the best evil fictional character which would be god I would smite people who look ugly, then kill some children with a a plague and to finish up I think I'll flood the world. Then create a new world and force them to worship me.

Hm... I guess he's more of an anti-hero than a true villain, but Wolf (Star Fox) would be a good candidate. Not only does he have a kickass ship and an awesome sidekick (Panther, I mean), but I could also go around telling everyone and everything that I can't let them do that.

In all thought, though.... I'm going with the Witch King. Not even Sauron had a flail that epic.

EDIT: Ooh, him or Amatsu Mikaboshi [http://en.wikipedia.org/wiki/Mikaboshi]

Isn't it obvious....the Joker of course...oh, to be a sociopath again....
Again?
Yes, you see, I was brainwashed by Hitler when I went back in time to steal the emperor of Japan's glasses. Unfortunately, this cured me of my mental illness as well as all my super powers.

Giygas... I bet no-one here knows how scary that bastard is...

Also little horrifying fact for anyone who's interested: (This is a Nintendo game we're talking about)

His lines that he says while you're fighting him came from a rape scene the creator accidentally saw as a kid... yeah... scary huh?

http://video.google.co.uk/videosearch?q=giygas&ie=utf-8&oe=utf-8&rls=org.mozilla:en-GB:eek:fficial&client=firefox-a&um=1&sa=X&oi=video_result_group&resnum=4&ct=title#

But if I had to pick someone who isn't a giant... entity... thing I'd go for Slade/Deathstroke from Teen Titans. He is awesome...

I'd quite like to be someone that isn't pure evil ...somone who is more mischevious. That is why I pick Loki the Norse of mischief. It would be so cool to just make things out of thin air and just play tricks on everyone. I'd also love to be the Joker. Not the new one but the one with a sense of humour (as in the one in Mortal Kombat vs DC Universe). Again I think it is just stylish to be evil with a humourous method.

She's never been caught for long an who else has made people say "What happened to the Statue of Liberty? It was right here." and also lots the past on a routine basis.

Oh she also leaves deliberate clues for the thrill of the chase.
Same here. No better way to put it. Plus, she has that Awesome hat.

Randal Flagg.

He brought countless worlds to their knees, and most people were to afraid of him to do anything about it. He was also Roland Deschan's mortal enemy. There's points there.

Apologies if you don't know what I'm talking about; if you happen not to, though, read The Stand. Then read 'Salem's Lot. Then read the entire Dark Tower series. You'll get it.
Damn, I was going to say him - easily one of the best villians in fiction, in my opinion.
Failing that, perhaps Thonos from Marvel Comics. If you don't know who I mean, look him up on Wikipedia, and you'll get what I mean...
