Well, since you seem to be talking about anime, I'm going to throw Spike Spiegel out there as the biggest badass in Cowboy Bebop. Followed immediately by Ein, of course.

Your character inf allout 3 can be the biggest bad ass. I mean i nuked megaton and slaughtered every town that didnt have quests 4 me 4 gods sake.

The best example of a character who is not Badass until sometime later?
Naruto and Kenchi.
Naruto is well know for being a little wuss...from his fans and outside of his fanbase...Until last year when he went balls out and kick Nagato Ass.
The next example?
Kenchi is so weak for the entire series...then, after confronting the show's big bad...he decided to get crazy awesome.
I only wish for two things:
A video of Naruto going Sage mode.
And more Keichi...Sniff to good to last...Thank god for the Manga.

Kenshin? Really? Put him up against Saito Hajime in terms of pure, unadulterated badass, and Kenshin loses. And even Aoshi Shinomori has him beat. Sano, maybe; but that would be pushing it.Aura Guardian said:

Back to the topic, I'd have to say that Nathan Hale is the biggest badass in the Resistance series because he takes down the entire Chimera network in Britain and manages to deliver a nuke to the main Chimeran fleet over the Gulf of Mexico. Too bad he turned at the end of Reistance 2.
