Havelock Vetinari, patrician of anhk morpork from the discworld novels

efficent, cunning, witty, enlightened, powerful, a mystery, and no matter what you do, he will always come out on top and ahead of you by about 5 moves (the fact that he is still anhk morkporks current patrician/tyrant speaks for itself)

even the likes of lelouch and wesker have got nothin on him

Yeah but his voice is heard at the end of the credits and as if that would really keep those shades down
Lets be clear here: He was drowning in LAVA and he got shot in the face with an RPG.
By all rights, he's dead. But this being the octopus-giblet story of RE, he'll be fine; shades and all.

3. King Bradley a.k.a. Wrath (Fullmetal Alchemist)- you just have to love this guy: No Alchemy, no superpowers no superior technology and yet a looming threat and harbinger of fear, stronger then all the freaks in that universe together. And this ability to stay this calm and controlled all the time. Priceless.

Nr. 2:
Zolf J. Kimbley (also Fullmetal Alchemist)- Psychopathic killer and murderer, yet walking commitment to the "Survival of the fittest" and devotion to his work. An amazing criminal.

Lord Genome from Gurren Lagann. During the battle (his mech vs the hero tiny mech) it look like he was losing during a clash but then he got out of the cockpit of his mech Razengan. He then walk toward the small mech that started kicking the hero ass and use his bare fists to beat the crap out of the hero mech. Name me another mech related anime that the villain attack the hero mech with his/her bare hands?

I'd have to say Count Waltz from Eternal Sonata was one of the greatest villains ever. Yes, I'm aware the video game was terrible, yes, the character looks ridiculous, but it doesn't take away from the character himself. Waltz was great because he was subtle and sinister, something most modern villains tend to forget about being. Beside him I would put Sauron, for obvious reasons. Yes, that's technically cheating since he was a book villain first (you forgot to put books down, by the way) but he was in the Lord of the Rings movies, so he counts. I won't say Darth Vader, however. Vader was a monolith of pure malevolence, but a great villain needs to be more than that. So, in his place I substitute Emperor Palpatine. In addition to having one of the greatest master plans of all time, Plapatine was destructive and powerful. The evil just radiated from him.

The one thing I'm sick of in the media is portraying him as a fucking idiot! He's not, Ra's al Ghul even says his mind is the eqaul to the Goshdamn BATMAN, hell he even play devil advocate to Catman and Ragdoll on the subject of love. But you say: what about the venom? He's hadn't used that shit since 1995, hell he made a OATH not to loose it again. So what do that leave you? A strong, smart man capable of fighting off batman? The one time I thought they avert bane being used with venom was Arkham Asylum, due to the fact he was forced to do. Hopefully, Bane will return to his badass Non-venom using self. Doesn't that explain why I love this son of a *****? He too damn awesome NOT to used.
