This is kind of a weird one, in that you don't so much cause things to happen as much as you are the very reason that things happen for a reason. You aren't the cause of effects; you are the thing that allows effects to have causes. Therefor, a villain with this power is likely to be incidental rather than an intentional antagonist.
My villain is not someone that is known to the world. No one that has met him would think him remarkable, save that he has a pretty long run of bad luck. He's lost his job, his home, and - through a particularly vicious divorce and subsequent custody hearing - his family. He has been wasting away, jobless and homeless, teetering on the brink of sanity and trying to decide if today is the day he will end it all.
The havoc his mental degradation has wreaked in the world will be known as The Descent.
Nothing turns out right. Actions almost always end in the worst result possible. It started in a neighborhood, but The Descent's influence has since spread to encompass his city, his nation. To small degrees these effects have been felt globally. Crime rates are up. Suicide, even more so. A record number of people have been diagnosed with severe depression as their lives spiral rapidly out of control. Society is rotting, and no one can stop it.
No one but a man, whose very existence threatens that of all others. A man who could have been an unknowing force for good had his life gone a little bit differently. A man who will either destroy himself or the world, and who wouldn't care which even if he knew he had the choice to make.
