Being curious, I have to ask, how many "baby eating video game villains" can you name? None come to my mind.

On the U.S.A. bit, well, that's all part of the plan made up by...and the name of the council eludes me (somebody help me please?). Anyways, there's supposedly a group of political leaders from multiple leaders who *gets taken away and "memory wiped"*

i guess my first answer takes some clarification, my 'baby eating' i mean stupidly evil, villains that are evil just for the sake of being evil, the emperor from star wars is dam close (though due to my lack of complete star wars knowledge, i cant say for sure) Dr. Nefarious does a pretty good job *brownie points if you remember who he is*
The Koreans from Crysis are ****ing retarded, but i dont even think they were trying to take over the world, the aliens in crysis had a better plan then they did, and their plan consisted of swarming/freezing the planet... er.... draining it of energy... course the nuke didnt help
The genetic **** from Far Cry comes to mind.. he might not be 'baby eating' evil... i dont remember the ending of that game too well.......
