Super Hero- Mystery Man, hence the 'M' on his t-shirt. Can travel through time and due to the huge ramifications of using his powers he chooses to remain neutral and never influence history, rather he travels through time observing events in the hope of one day understanding enoguh to change history and all of human existence for the better...

... or this is just a digitally altered photograph and someone is getting great joy out of how well there prank is working.

but in all seriousness, its an interesting idea. if there was really time travel and he was caught on camera, there are hypothetical circumstances to consider like how he might have affected the time-space continuum without damaging it.

Just had an idea... if you were to go back in time and change thepast wouldnt have thepast already have been changed by you so anything you do is already what has hapopened so everything would work out?

Going off his youth and the stubble,his frizzy unkempt short back and sides haircut, dark side shielded glasses plus the obvious utilitarian clothing, I'd guess the guy was one of the workers who helped complete the bridge, without his construction helmet on. If you look at larger versions of the picture you actually see that the camera he is holding is quite dated as well. Been of a similar type to the collapsible 1930s kodak of the time.
Also if you look at the picture you will note a man of similar unkempt looks slightly to his front and left.

Yeah, I had the same idea. He's not exactly wearing rings ('cause you know... they are uncool in the future) or an exo-skeletton with railguns.
Not to forget, if I'd travel back in time I'd try to blend in with the crowd, not wear a "I'm a time traveller (Shhhhhhhh)"-shirt.
really? I'd totally wear that. actually, I'm going to start going to tons of public events dressed strangly wearing that shirt. people from the distant future will totally freak out

The picture in the link circled something that I'm not even sure is human. It just looks like the back of some guy's head. It could be Saquatch for all we know, or it could be foliage. Obvious Shopjob remains obvious.

Well, I already like wear a fedora (which are certain to become popular again in the future) and a tie with casual slacks, so all I need to do is attend more meaningless events.

P.S. I looked it up on snopes.com and found nothing. I might send them an e-mail, they might want to add this to their archives. If the picture is true and it's just a guy being a proto-hipster it's an amazing story.

Hmmm. There area number of posibilities that could have led to this:

1) Photoshop. Just saying. It could be a really professionally done job.

2) It was a staged photo (for a book cover or something, I don't know) taken a few years ago, and a guy, not knowing what was going on, stumbled into the picture.

3) He was someone from the time with an odd fashion sense.

4) He's a time traveler.
